I am not able to upload the ipa file. Just want to confirm if app testing is available for the freemium user?

Yes, Mobile app testing in real time is available in the free plan. However, the real time app testing do not support .ipa for Simulators.
To test the app on Simulator, your app must be built for Simulator i.e .app file. For more help, please refer to our documentation -Troubleshooting iOS App Testing
