How to test with a local site with this error "unknown error: net::ERR_CONNECTION_REFUSED"?

I’m having a problem trying to do a test with a local site. I’m using JavaScript, I have the tunnel up and running but when I try my test I get this error. unknown error: net::ERR_CONNECTION_REFUSED
