How do I convert an EXE file to APK to run a Windows game on Android?

I found a Windows-only RPG game that I really enjoy, and although I know it’s not designed for mobile, I downloaded the EXE file to my Android just to see if there’s any way it might work. I’m not expecting the developer to create an APK version, but I was wondering is there a legitimate way to convert an EXE to APK, or at least run it on Android using some kind of emulator or compatibility layer?
